This report describes the sampling and weighting procedures used in the 2011 QNSE. The first section describes the sampling design, sample allocation, and sample selection. There were two subpopulations of interest for this survey, National Guard and Reserve employers (NG&R Employers) and Non- National Guard and Reserve employers (Non-NG&R Employers). The second section describes the weighting and variance estimation. The final section describes the calculation of response, location, and completion rates for the full sample and population subgroups (NG&R and Non-NG&R).
