About the Survey

The purpose of the Defense Performance Management Evaluation Survey (DPMEC) is to gather opinions from DoD civilian employees about the Defense Performance Management and Appraisal Program (DPMAP). It also gathers information on supervisor-employee interactions. The results provide feedback to DoD policymakers to inform changes to the performance appraisal program.

This survey is conducted every two years and the next survey is scheduled for 2024.

How did you pick me?

OPA uses well-established, scientific procedures to randomly select a sample that represents the Defense community based on combinations of demographic characteristics (e.g., Service, race and ethnicity, paygrade, gender).

Why should I participate?

Your responses on this survey make a difference. This is your chance to be heard on issues that directly affect you, including policies and practices regarding the performance evaluation systems in the Department of Defense. As policies and resources may be informed by the results of this survey, it is important to hear from all DoD civilian employees, regardless of their experiences, in order to understand the experiences of the DoD civilian workforce.

How do I know this is an official, approved DoD survey?

The 2022 Defense Performance Management Evaluation Survey is an official DoD survey sponsored by the Defense Civilian Personnel Advisory Service (DCPAS). The survey has gone through approvals at all levels of DoD leadership and has been reviewed and approved by the DoD Privacy office and DoD Human Research Protections Program. The survey is also licensed by the Washington Headquarters Services (WHS).

In accordance with DoD Instruction 8910.01, all data collection in DoD must be licensed and show that license as a Report Control Symbol (RCS). The RCS for this survey is DD-(PR) 1312, expiring 5/31/2025.

Will my answers be kept private?

All data will be reported in the aggregate and no individual data will be reported. We encourage you to safeguard your Ticket Number to prevent unauthorized access to your survey. In addition, to ensure your privacy, please be aware of the environment in which you take the survey (e.g., take the survey when no one else can see your computer screen, take care to not leave the survey site on your computer screen unattended). However, if you indicate a direct threat to harm yourself or others within responses or communications about the survey, because of concern for your welfare, OPA may notify an office in your area for appropriate action.

Do I have to answer all the questions?

No, it is not necessary to answer every question. You can skip any question that you prefer not to answer.

What does the Department hope to learn from the survey?

The results from this survey will allow the Department to evaluate the effectiveness, satisfaction, and fairness of DPMAP. In addition, it will evaluate the usability of MyPerformance, the electronic platform that DPMAP uses. Survey responses will be used to track perceptions of this performance system over time, and to make updates to the system and the electronic platform, as necessary.
