The Racial/Ethnic Harassment and Discrimination Metric Development and Implementation Survey Note summarizes the development and use of the racial/ethnic harassment and discrimination metrics currently administered on the Congressionally-mandated Workplace and Equal Opportunity surveys. The metrics currently in use were initially developed by RAND in 2015, but subsequently modified after legal review prior to use on WEO surveys. Specifically, legal review resulted in the removal of RAND’s original follow-up survey criteria used in the calculation of past year prevalence rates. This change was made to address the metric’s inability to meet a legally complicated standard and is in line with the DoD’s interest in capturing all behavior that could be potentially actionable. The metric instructions and screening behaviors were largely unchanged, however.
