This report describes sampling and weighting methodologies for the 2010 Status of Forces Survey of Civilian Employees (2010 SOFS-C). The first section describes the design and selection of the sample. Since the questionnaire was divided into three modules, all participants were asked to complete Module A questions while half of the participants were randomly selected to complete Module B and the remaining participants were asked to complete Module C. The second section describes weighting and variance estimation for the three modules. The final section describes the calculation of response, location, and completion rates for the full sample and population subgroups by module.
