The 2012 QuickCompass of DoD Civilian Employees (2012 QCCE) included items on demographics, including agency, pay plan/grade, and education level, and safety (work location, safety participation, support activities, and support climate). The 52 safety-related items were adapted from the National Safety Council's industry survey tool to enable the Under Secretary of Defense Acquisition, Technology & Logistics (AT&L) to benchmark DoD results against a national questionnaire. These items are critical leading indicators for the accident reduction effort, allowing DoD to assess the safety culture, prioritize problem areas, assess impacts of policies and programs, and raise awareness about safety among DoD senior leaders. Measuring perceptions of the safety climate assists with risk management and prevention as typical accident reports generate lagging indicators.
