This report contains the results and trends from the 2023 Department of Defense Civilian Employee Workplace and Gender Relations Survey (WGRC), which was administered from September 21, 2023 to January 3, 2024. This biennial survey was originally conducted to fulfill the Congressional mandate outlined in Title 10 USC §481a to assess workplace relations between men and women in the DoD civilian workforce, however, the statutory reporting requirement was terminated in 2021. The 2023 WGRC was designed to collect information from both DoD appropriated fund (APF) and nonappropriated fund (NAF) civilian employees to estimate the prevalence rates of sexual harassment, sex discrimination, and sexual assault/unwanted sexual contact. This report provides estimates based on the survey responses, compares 2023 results to those from prior WGRC surveys, and illustrates trends over time. It also explains the statistical and survey methodologies used in the 2023 survey and provides guidance on how to interpret the findings.
Note: Prior to 2025, OPA research products used the term “gender” to describe men and women. These groups were defined using survey items and/or administrative data categories for “male” and “female”; therefore, references to gender should be understood to mean “sex.”
