The purpose of this report is to describe the survey and statistical methodology employed, survey content and metrics, and results and trends for all survey items from the 2018 Department of Defense Civilian Employee Workplace and Gender Relations Survey (2018 WGRC). The 2018 WGRC was designed to fulfill the Congressional mandate outlined in Title 10 U.S. Code Section 481a to conduct biennial assessments of gender relations in the DoD civilian workplace. The 2018 WGRC survey was the second of its kind, but first to include nonappropriated fund civilian employees. The survey was designed to assess self-reported experiences of and the climate surrounding sexual harassment, gender discrimination, and sexual assault in the DoD civilian workplace. Results are presented overall, by employment status, and by gender. Trends are provided when available for appropriated fund employees, and shown overall, by gender, and by Component.
